I'm not sure if this is a legislative thing, probably more a registration issue (which may stem from legislation???) but when I was filling in the paper work for the Aprilia at Sunstate Motorcycles, I was asked if I wanted it registered for one seat or two.
Apparently in QLD you can nominate that you won't be taking a pillion and therefore have cheaper rego and insurance. Not the same in NSW as its linked to your license and therefore the Motor Traffic Regs.

Hope this helps. Jules - always smiling, it keeps everyone guessing!

In the UK you can carry a pillion as long as they can reach the foot pegs and they are wearing a helmet.

With only one set of pegs, you'd be breaking the law.
