Found the problem !, the surging was caused by the external fuel pump in it's death throws, I was on a ride last Sunday and the bike completely died 5 minutes from home.
After a ride home on a tow truck I found out that the fuel pump died and in the process killed it's fuse, I later got the pump to run but it sounds unhealthy
New external pump ordered from the USA for under $100 delivered

just got mine done $40.00 for 4 including the fuel rail check the other filter small wire mesh behind the vacuum hose where there are 2 philps head screws only found it by chance as ive had same problem with my 99 fitted a new pump motor from USA $88.00 delivered
